RIPE NCC would surely have an answer by 2018, yes ;) Sadly, ARIN is acting[1] in the way I have heard stories of great affection and well-meaning about from operators in the U.S.... If this is a way we need to pursue, CCC has a few PI prefixes we could borrow (unless otherwise taken for that time). I would rather not go in that direction unless we _know_ we need to.
