I've added some checklist items that will help DebConf14 bidders to
demonstrate the local funding options before any commitment is made.

It would be interesting to have feedback on this part of the checklist
from people who have more experience than myself.
It is interesting to note that before adding this to the checklist,
there was just 1 question on sponsorship, while there are 5 on food and
3 on `Fun and Free time'
