It depends on how much they have to pay, and on what they get for that.
People are likely to have some "value for money" limits when spending
their own cash, not just limits on the total paid, so, for example, some
people may set rather low limits on what they will pay for a hostel bed
in a shared room.
From a Debian/DebConf perspective, I think we should always try to have
some sponsored accommodation, but it's probably ok if that is
Oslo-standard "here's a gym floor and there are some showers nearby" (or
potentially even "here is a field, there is a tap for water"), as long
as there are plausibly-priced non-sponsored options of a higher standard
too, that can be reached by walking or at least public transport.
