Out of the 12 members of the herb team, only 6 requested travel assistance.
Only one of the 6 requested 100% sponsorship, and the amount was relatively
small. One of the 6 got a non-perfect score due to a large request (still
reasonable given the geographies) and not addressing financial need in his
justification. As you can see, the herb team even paid attention to each
others' responses to the field in penta.

Percentage of herb-team members applying for sponsorship: 50%

Percentage of herb-team members applying for sponsorship who got a perfect
score: ~83%

Percentage of non-herb-team sponsorship applicants who got a perfect score:
~22%

Average score for herb-team members who requested sponsorship: ~97

Average score for non-herb-team applicants who got some kind of full, partial,
or conditional offer: ~88

Average score for all non-herb-team applicants: ~69

Average score for all non-herb-team applicants excluding a few negative results
like the annual nigerian scammer attempt to get DebConf's travel help: ~72

I'm not going to tell you there isn't a numerical difference, because the
numbers speak for themselves. However, given that the size of the herb team
subsample (to use statistical terminology) is just 6, and given that Joerg
Jaspert selected people who are more involved in Debian and/or DebConf than the
average sponsorship applicant, and given that sponsorship applicants are not
necessarily a representative sample of participants in Debian or DebConf, I
don't think the difference implies as much as you might think.

For reference, although I'm haven't clicked through each person's record to
confirm this, but I think all highly involved non-herb-team applicants other
than Clint both made a justification for a reasonable request and were approved
for some kind of offer (I forget if any were partially/conditionally approved).

That said, I would welcome ways to increase transparency in both the selection
and the decisionmaking for next year. As much as I don't think anything
improper went on this year, I fully support the goal of the travel sponsorship
BoF to make sure everyone views future years' processes as proper, and there
are enough things that need to be fixed anyway apart from conflict of interest
/ favoritism issues. And I remain glad Clint was able to attend despite this
messy situation.

P.S. - Another interesting comparison could be for someone to compare this
year's herb team statistics to those from past years, in case there are any
marked swings, and if so, to then see which of those swings can be explained
for what reasons. I don't think I currently have the necessary access, time, or
statistical skills to do this myself.
