It looks good to me, assuming that there is still flexibility where needed. Realistically stuff will be done as best as it can... I would suggest that non-DebConf people (people who aren't core DebConf people, but could be considered core Debian people and experienced DebConf attendees) be involved in the decision meeting. The DebConf people can make sure the hard questions get asked, and Debian people can provide an outside perspective.
