The allocation itself can be done, as you say, 2 weeks before the conference. But I was referring to more work than just allocation. Namely, answering people's queries and telling them how much they have to pay. This needs to start being done now, since we already have a query that needs an answer to, and I don't think that the debconf-team list getting the queries is a good idea.
