"When bringing a young child of the opposite sex with you to the spa, please note that mixed bathing is permitted only for children under the 48 months and under 100cm tall, accompanied by a guardian." So it seems fine for toddlers, if anyone else is also interested. Another useful info for some here as well: "Those width tattoo and skin disease do not enter for bathing according to the Enforcement."
