DebConf has been organized to allow for remote participation in sessions since almost 20 years. For example check the archive of past events here: https://meetings-archive.debian.net/pub/debian-meetings/ The talks are streamed live, and there are dedicated IRC channels where you can discuss and ask questions, which are relayed to the speakers by volunteers on site.
