At least in Taipei there are a lot of smallish shops that do phone repair like broken screens for a small amount of money. Also around these stores you might find cheap new phones. But you need to have a look at them in detail due the various types of cellar technology they use. Ensure that the phone will work in your home country. Most company's have 'international' versions that should work all over the world. You can first try to find something on Guangfu Road near by.
