If there is a no video zone and someone asks from there, they are not taped. If they ask from anywhere else, they are taped.
If someone deviates from majority opinion and does not want their picture taken, they should be recognizable as such and a lanyard works here. Design for the common case while accommodating for valid special cases. I don't see why this approach is so controversial/insufficient. Richard Sent by mobile; excuse my brevity.
