BTW it should be mentioned that these three telcos look like 'baby Bells'
of various regions, and the local (former?) monopolist in Banja Luka is m:tel.

For example, is the data signal coverage sufficient for someone to take a
walk around the city as well as the surroundings and be able to use Google
Maps along the way.

I googled this and found that their prepaid mobile Internet tariff is described 
at

and it's 1.3 KM / 1 MB. There are less costly options, but only for
subscribers (postpaid) - same goes for other providers BTW.
Also it looks like they advertize EDGE only:

A Wikipedia list says they do have UMTS since 2010, but without a reference,
so that might as well be based on a press-release-of-the-day only.
All in all, it looks like a clear pass.
