We ask only Professional and Corporate attendees to pay, i don't what more you want to know about that? It's a way for people to help DebConf by paying for their acc/food etc. so that we have more money for other stuff (travel sponsorship etc.).
I didn't have anything to do with penta so i can't say anything about it. I do agree that it is a little confusing for me to.
