I don't think that's true.  Particularly with modern computerised
demand-based price-setting systems, the prices fluctuate over time.
Earlier does not always mean cheaper.  I know that caused me problems
applying for travel sponsorship for debconf 8 (which I got from
another source in the end IIRC) where I think I had to enter into
penta a high "open" ticket price to be safe and then I was not able to
edit it when the price fell.

Why only two?  I expect that will mean, for some people, one round
could be too early and the other too late.  I feel that it would be
best to have multiple roughly equally-funded rounds of sponsorship
grants and ask people which round(s) they wish to enter based on when
their tickets will be available/feasible.
