I don't think that's currently be the case. My key (0xCCD2ED94D21739E9)
has had an expiration date since it was created, and none of the
certifications on it have expiration dates.

are you referring to AC583520? I see lots of certifications on that
key which expired on 2006-05-18 (1147978445 seconds since the epoch),
and another large batch which expired on 2007-05-18 (1179489605 seconds
since the epoch).
The 2006-expiring sigs were made between 2004-05-31 and 2005-08-13. The
2007-expiring sigs were made between 2005-07-30 and 2006-04-19.
Maybe there was a change in tools since then?
