Dear all 

I faced the same problem my self with deal.II and Catalina. I think the problem 
is caused by the “module load” command. 
The way I resolved it is the following:

a) I didn’t use the “module load dealii” command 

b) I added the following in my .bash_profile

export DEAL_II_DIR=/Applications/deal.II.app/Contents/Resources/Libraries
export deal_II_DIR=/Applications/deal.II.app/Contents/Resources/Libraries

c)  after I sourced the .bash_profile everything worked fine.
