I've been working to extend the step-32 Stokes solver to instead solve the
Navier-Stokes equations, and I've been testing it using a free shear-layer for
which I have the exact (boundary layer) solution. I'm having some trouble
getting the outflow to match my exact solution.

This is the first question I would ask: for which equation do you have the exact solution? Does it satisfy the natural (free Neumann) boundary conditions that result from the
  div (2 eta eps(u))
term, or the boundary conditions that result from the
  div (eta grad(u))
term?
