[Dbmail] dbmail native autoreplies and special chars

the problem that Outlook isn't able to display a subject like below still eixsts (dbmail 3.1.17) and every year the same customer complaints that their communication partners just using outlook

Subject: Re: AW: Projekt =?iso-8859-1?q?Oberfl=E4chenVeredelung?= . 3D-Tafel-Folder . Bezeichnungen final wouldn't it be possible to decode the whole original subject, add the prefix and then convert to base64 encoded UTF8?
