Option 1 defiantly, depends how many users you've got. Sql will defiantly be the easiest option, plus won't annoy your users. I'm not sure on the changes of 0.9x but within the dbmail 2 source/sql/ mysql|postgresql there is some migration sql code from 1.x to 2.x. If you've got a new server going in, I'd suggest copying the live database over to the new server and try upgrading the databases using sql, then test it I guess.
