how about change to

host dbmail     dbmail  127.0.0.1       255.255.255.255         md5


or add

this is for  ipv6
host  dbmail dbmail ::1 ffff:ffff:ffff:ffff:ffff:ffff:ffff:ffff md5

this is for  ipv6  i think

And it's trying to connect to localhost using  ipv6
