[Dbmail] Corection of users.c in release 1.2.3

I reported a "quota bug" in user.c that was un version 2.0rc2 and
in version 1.2.3.

Changes where made in 2.0rc2 but not in 1.2.3

Since release 1.2.3 is the official release of dbmail
i think correction should be made also to release 1.2.3
