Hello,

  I think webmin is a good idea .. but on the subject of a php
interface, I'm working on a php based dbmail admin api that will
be used in weDBmail and a few other apps here, and will be easy
to integrate into your own (I'll probably write a sample admin
utility to excercise all it's functionality, which itsself would
be usable stand-alone).  Progress has been pretty slow on it due
to other priorities, but if you were wanting to do some development
on it, I can point you towards what needs done.  :)
