It does not exist, but there is infrastructure that could be used; the
client_id field in the users table could be associated with a clients
table that has information such as a quota for the client as a whole.
So the hooks are there, just add code to check for this quota and
you've got it.

I say +1 on this idea for going into the distribution...
if someone has time to write the code!
