This is not necessarily odd; on an empty database it may well choose the specified 'bad' strategy because it is, AFAICT, not a bad strategy when the DB is empty.

It is possible that the fact the ANALYZE has not been run on the large DB means that it is still planning as if the database is empty.

I have confirmed that I get the same strategy as you on an empty DB; I think you should run an ANALYZE then try the query again. We run an analyze every night.
