Is there any interest in retrieving the bounce message from the database?
Basically allowing an optional config item, eg, in postgresql:
BOUNCE_MESSAGE_SQL="select build_bounce_message('%s')"
where the %s will substitute the 'to' part of the message.
I have not looked closely at bounce.c to see what else we might want to
substitute.
