I put some extra debugging code in the dbmail pop server to dump some info
when a suicide failed, and got the following (where the 0-> etc are the
list of pids):

It happened after a total of about 10 other processed had successfully
suicided. The most recent successful suicides were:

committing suicide...
Sep 28 06:55:11 mag dbmail/pop3d[60342]: Maximum # of connections reached,
committing suicide...
which all look fine. I am now waiting for the next failed suicide to see
what the list of pids looks like.
