indeed this problem needs to be addressed; let's think it over before
implementing an ad-hoc solution right away :)
Are there more server-specific options like the bind-ip? Probably yes.
We still like the idea of a centralized configuration scheme; maybe we
could just amend the config table with an extra field 'HOSTNAME' for
server-specific options. If this field is NULL, the value will be
regarded as the value to be used when no matching 'HOSTNAME' is found
for a particular option.

Any thoughts on this?

Mark: i would opt for different tables for different service providers;
maybe we could implement the table to authenticate users to as a
config-option.
