many software projects follow "semantic versioning" today. In semantic versioning, an upgrade from 3.8 to 3.10 would indicate that the new release has new backward compatible features. An upgrade from 3.8 to 4.0 would indicate a major upgrade with some breaking changes. See https://semver.org/
