EXIF information is a messy business. The FLOSS "de-facto" standard
library used by everyone is Phil Harvey's  exiftool. Recently I used
it to study some of my images; a Sigma 35mm f/1.4 ART was rendered as
Canon 17-40 by the tool.

The only "real solution", I think, is to implement messy
manufacturer-specific rules and even hardcoded lists of lenses and use
all kinds of hacky ways to determine actual used lens. Not an affair
everyone wishes to participate.
