From what I can tell libsecret is basically a wrapper layer that applications 
talk to (or, more technically correct, a library that allows easy access to 
that layer, Secret Service -- a term almost impossible to google). It doesn't 
store data itself but hands it to dedicated services. At least that's how I 
understood it when I looked at it the last time. What I couldn't find was any 
documentation how to configure it (i.e., what storage backend to use) or how to 
test these things. It's all quite terrible.
