Looks like a linking problem.

You might try adding your openssl library location to ldconfig, or
specifying an LDFLAGS environment variable.

E.g.:

~# echo "/usr/local/ssl/lib" > /etc/ld.so.conf.d/openssl.conf
~# ldconfig

or

LDFLAGS="-L/usr/local/ssl/lib" ./configure --with-openssl=/usr/local/ssl
