Jim Hint: 'southern brethren', 'Federal soldier', and 'cotton men' suggest we're dealing with a different war; to be specific, The War of Northern Aggression, aka the American Civil War.
A search for 'General Paine' quickly turns up General Eleazar Arthur Paine. He was well known for his cruelty to the people of occupied Tennesee, including his many arbitrary and extra-legal executions. I can't find the exact quote, but it is consistant with his other writing and behaviour. You really should try starting your brain before putting your mouth (or keyboard) in gear.
