If it's more like some guy who somehow got ahold of some U and probably never will again, most likely he'd just try to sell what he had instead of trying to figure out how he could "cut" it and make multiple sales.
I believe that there are few enough black market fissionable sales that there's nothing like an established market, and that would-be salesmen wouldn't even know what kind of tests their cusomers are likely to demand to ensure the product is genuine.
