Short answer: Yes.

One kid when I was in high school (early '80's) was forced by the
school administration to shave his head after he dyed his hair (blue?)
(green?). 15-20 years ago, I think it was generally accepted as the
right of the school administration to set appearance standards "to
promote a proper learning environment".

More recently, school districts have come under fire for such
policies. Several cases were brought to court. I don't have any
references, by case number or anything. Several schools have backed
down from their requirements; I don't know if those were the result
of court decisions, settlements, or public pressure.

A few minute's search on google didn't turn up any recent cases
(Have you ever noticed there's an awful lot of crap on the web?)
but I'm sure they're out there somewhere.
