Instead I'll point something out that I've been thinking that these boxes COULD do: Beyond the mass scale of sniffage of emails and what not, they could also be used to INSERT traffic into the networks by forging MAC addresses they have learned. This can be used to PLANT evidence, or be used for attacking enemies. They can also be used to run denyal of service attacks, or even sever connections by forging FIN, RST, and other TCP packets.
