what do i want to happen? what are the constraints? what do they imply? i'm tentatively imagining a delay that linearly reduces to min_delay. if it linearly reduces, then it reduces at some rate, reduce_rate maybe
it's simpler to think of it going back in time, from the end where the value could be considered 0 or min_delay or something.
