all the members of NATO could contribute (based on their GDP) to a $20 billion 
fund that would award up to $2 million per person (plus an offer of asylum for 
that person and that person’s immediate family) for up to 100,000 members of 
the Russian military, for arresting Vladimir Putin and delivering him to The 
Hague for trial on war crimes charges. . . "
