After starting emacs, type 'echo $?' at the shell prompt.  If you get '53'
(Cygwin's equivalent to '42' ;-) ), then you're missing a DLL emacs needs.
Run 'cygcheck emacs' to find out which one and then install (or reinstall)
the package containing that DLL.
