It's been a few years since I've installed a new Cygwin installation. I used to use XEmacs in Cygwin, and it worked reasonably well. I could get it to start up in a regular MS Windows window, I believe without having to use an X server.
I just installed Cygwin again on a new box, and I'm having trouble getting either Emacs or XEmacs to do anything useful. Both Emacs and XEmacs complain that they can't connect to the X server, although I can get rxvt to work. When I run "startx", it gives me a dumb window manager (no decorations). I can at least start Emacs and XEmacs now, but the Emacs font is unusable (just open boxes). XEmacs appears to be basically working. I ran through the Cygwin user guide already, but these kinds problems aren't addressed there (as far as I can tell).
