Did you miss my reply? http://cygwin.com/ml/cygwin/2009-04/msg00010.html If you saw it, why did you not attach the output of "cygcheck -svr"? From your installed packages jpeg, the only mention of gcc is the gcc-testsuite. I.e. you haven't installed a compiler. BTW, posting jpegs is not the way to attach textual information.
