Generally speaking, we prefer problem reports take the form and
content outlined here: <http://cygwin.com/problems.html>. Absent this
information, my WAG is that you need to install the rebase package and
read and follow its readme found in /usr/share/doc/Cygwin. If that
doesn't help, I'll refer you back to the problem reporting guidelines
link above.
