It looks from that list as though jack hasn't been ported yet.  I also found
some other libraries:-

http://cygwin-ports.svn.sourceforge.net/

and

http://ftp.sunsite.dk/projects/cygwinports/release/

but it wasn't in them either.  I'm slightly mystified because lots of audio
utilities have been ported and they often rely on jack, so I assumed
someone must have ported it....  :-(
