If all you really want is to get this to work then I should mention that Wget appears to want lowercase (http_proxy rather than HTTP_PROXY) as well as wanting the USE PROXY set to "on" in the .wgetrc file. You could script your various rc files to change case, or you could just set the proxy in the .wgetrc file and get on with your life. I'm not the supporter of this package so I can't be more help than that.
