I also have a working postgres 7 also which is not tested on win98 neither on my setup site. Just try to Add http://rurban.xarch.at/software/cygwin/ to your setup site and add the postgresql7.4 package there. But I wonder if this will work, because your real problem seems to be the missing IPC support with your failing cygserver.
