Nov 2 is chosen on purpose because it's still Daylight Saving time in 2007. 11/21 is not DST. it's not a windows problem as windows reports the date/time correctly. And if I unset TZ, date command of cygwin also reports data/time correctly. Only when I set TZ=PST8PDT, it reports incorrectly.
