I've taken over as maintainer of astyle and packaged the current version of hexedit (1.2.12) using cygport.
For a list of changes since the last hexedit release see below. To update your installation, click on the "Install Cygwin now" link on the http://cygwin.com/ web page. This downloads setup.exe to your system. Then, run setup and answer all of the questions.
