You're right that it's an internal gcc symbol, but the "_GLIBCXX" preprocessor namespace belongs/refers to libstdc++ not glibc, so in this case it's not necessarily got anything to do with glibc, rather just indicating target libc C99 support is available to be used by libstdc++.
