After running bunzip2 on the tar-1.16.1-1.tar.bz2, I opened the resulting tar-1.16-1.tar file in winzip. I tried to extract the tar.exe file, and it gave me a "Cannot copy file: Cannot read from the source file or disk" error. This is in contrast to what happens when I manually extract the rmt.exe file, which gives me no error. I can send you the 2 MB file if you want.
