OpenCOBOL reportedly compiles to C code which is then compiled by Cygwin's
gcc.  I didn't look at the sites of the other projects listed there, but I
would imagine a couple of others that say they're supported on Windows work

And the fact that a search of the net and a quick browse of Cygwin's
packages <http://cygwin.com/packages/> doesn't unearth a Cygwin version
of the COBOL compiler answers the original question directly.
