Packages (with particular utilities) are contributed by volunteers. See

package to Cygwin. If you're interested, this is the best way to get a
particular package into Cygwin's distribution.
Yep, and I was planning to volunteer to port it, but I wanted to make sure
first there wasn't already one in the works. Unfortunately I won't be able
to get to it immediately, but I'll put it on my to-do list.
I don't recall any ITPs for it and certainly nothing recent. So I'd say
the floor is yours on this when you want it. Looking forward to the
premiere. :-)
