The OP was asking for help about recovering user customization files, not about uninstalling and reinstalling cygwin. Depending on how much he customized, he could just reuse the cygwin defaults, from /etc/defaults/etc/skel. In typical Unix fashion, when you delete something, it's gone (unless you use a low-level disk undelete utility).
